A North Korean Defector Returns to North Korea
A person suspected of having coronavirus trespassed the borders of North Korea and entered Kaesung, North Korea from Gimpo, South Korea on July 19th. The Administration speculates the suspect to most likely be Kim, a North Korean defector who escaped from North Korea three years ago in 2017.
The South Korean health department failed to diagnose Kim’s exact status before he returned to North Korea due to a lack of cooperation from him. Kaesung locked down to prevent further spreading of the coronavirus as a result of Kim’s arrival.
Since the start of the pandemic, North Korea claimed they do not have any diagnosed COVID-19 cases, and publicly praised their preventive measures and quarantine systems against the virus. Further, North Korea reported that after a grave conference session with Supreme Leader Kim Jong-un, Kaesung decided to quarantine the defector and repeatedly check upon him in order to prevent further spread of the virus.
Kim could be avoiding punishment for sexual harassment
The police department revealed Kim was also indicted for sexually assaulting a young woman. A month before Kim returned to North Korea, he was accused without detention for raping a 20-year-old woman.
Korean citizens speculated t Kim escaped South Korea to avoid the consequences of the allegations, Due to this, numerous comments on social media condemn the defector for his irresponsible actions.
Korea’s digital community is also infuriated. However, criticism also extends to the weakness of South Korea’s national security. South Korea’s local police did not check up on Kim at all, even though Kim’s friends repeatedly told the police officers Kim planned to to return to North Korea. Also, they did not follow some of the North Korean Defector policies when interacting with Kim.
The North Korean community is in uproar as a result of Kim’s return. There is fear that one confirmed case in the nation might bring tens of thousands more. Furthermore, the effectiveness of the actions the North Korean government will take to address this matter is to be determined.

2017년 탈북한 20대 남성 ‘월북’, 코로나 의심환자인것으로 밝혀지다
지난 19일, DMZ를 넘어 개성시에 무단침입한 남성이 확인된것이 보도되었다. 이 남성은 월북을 목적으로 민간인 통제구역을 넘어 북으로 간것으로 추정되는데, 이 남성이 코로나19 의심환자라는것이 밝혀지면서 개성이 발칵 뒤집혔다. 보도에 의하면 이 인물은 개성시에서 월북자가 확인되기 전 몇일간 사라진 김포에 살고있던 한 20대 탈북민 남성 김모씨인것으로 추정되며, 김모씨는 3년전, 즉 2017년에 탈북을 한 것으로 밝혀졌다. 김모씨가 개성시에 들어온 직후 개성시는 폐쇄되었으며, 로동신문은 코로나19 확산 방지를 위해 현재 월북자를 격리 및 검진중이라고 밝혔다.
코로나19 바이러스의 시작부터 김정은 위원장을 비롯한 조선민주주의 인민공화국은 코로나19에 응하는 방역체계, 격리시스템등에 대해 매우 긍정적이었으며, 북에는 의심환자만 몇 있을 뿐 확진자는 단 한명도 없다는 정식보도까지 하였다. 이러한 긍정심에 이어, 로동신문은 이 월북자에 의해 위험에 처한 개성시에 대한 김 위원장과의 신중한 회의를 진행하였고, 월북자를 엄격하게 격리하고 검진하여 코로나19 바이러스가 확산이 되지 않도록 노력할것이라고 보도하였다. 또한, 북은 개성시에 침입한 코로나19 의심환자를 계기로 방역체계를 비롯한 코로나19 방역활동에 집중을 할것이라고 밝혔다.
월북을 하기 한달 전 김모씨는 지인 20대 여성 A씨를 성추행 및 강간한 혐의로 불구속 입건되었던 것이 밝혀졌다. 그는 남자친구와 다투고선 전화통화로 하소연하던 A씨를 집으로 부르고, 술을 마신 뒤 범행을 저지른 것으로 밝혀졌다. 이에 여론에서는 “성추행 사건을 덮기위해 월북한 것 아니냐”라는 의견들이 대부분이었으며, 분노한 여론은 곧이어 코로나 의심환자인데도 불구하고 성폭행 사건을 덮으려는 의도로 월북한 김모씨의 행동을 매우 무책임하고 비겁하다는 것으로 비판하기도 하였다.
이 월북사건에 대한 온라인 커뮤니티들의 반응또한 매우 매섭다고 볼 수 있다. 많은 네티즌들이 비판글을 올렸으며, 이들은 코로나19 바이러스에 감염되고 월북한 김모씨보다도, 너무나도 쉽게 뚫리는 대한민국의 국가보안과 안보를 비판하였고, 김모씨의 지인들이 몇차례 경찰한테 신고를 했음에도 불구하고 김모씨를 제대로 확인해보지 않은 경찰또한 비판하였다. 김모씨는 실제로 자신의 지인들에게 월북을 준비하고있다고 말을 하였으며, 이를 걱정한 지인들이 경찰에 연락을 하여 지켜봐 달라고 부탁을 하였으나, 이에 대해 김포 경찰 측의 행동이 매우 늦었었던 것으로 보인다. 또한, 네티즌들은 한반도가 남과 북으로 나뉜후 확인된 탈북/월북자 김모씨 한명이 아니기에, 국가보안이 비교적 허술했다는 것을 짚고 넘어갔다. 이러하듯, 네티즌들은 월북자 김모씨보다도 월북을 충분히 막을 수 있었음에도 불구하고 실패한 대한민국의 안보를 비판하였다.
의심환자인 상태로 월북한 김모씨가 코로나19 확진이 되면, 개성시 뿐만 아니라 북한 전체가 위험에 빠지게 된다. 북한과 같이 의료시설이 노후되고 비위생적인 환경에 사는 국민들이 많은 나라에서는 한번의 확산이 몇천 또는 몇만명의 확진자와 사망자를 낼 수도 있다. 이에 대한 김 위원장의 반응과 북한 정부의 추가적인 대응이 집중되고있는 가운데, 김모씨의 월북은 남과 북 모두에게 큰 혼란을 가져온 사건이라고 볼 수 있다.
