House Republicans has released a budget resolution that aims to protect the nation and its elections.
The nearly $100 billion budget resolution text dropped early Wednesday morning, acting as the launchpad for what’s been dubbed “Reconciliation 3.0.”
The text, worked through with House leadership, the House Budget Committee, and the White House, hopes to accomplish two goals: enact aspects of the SAVE America Act and provide supplemental funding to strengthen and defend the American homeland.
The House hopes to adopt the resolution by next week.
The House GOP budget resolution instructs four committees to write reconciliation legislation: the House Administration Committee, at $10 billion for SAVE America; the House Armed Services Committee, at $60 billion; the House Intelligence Committee, at $13 billion, both for defense and Iran spending; and the House Agriculture Committee, at $12 billion for farmers.
As it stands, the budget resolution does not direct any committee to create offsets or pay-fors.
The House Budget Committee will begin marking it up Thursday morning.
According to Senior House Republican aides, Johnson has talked through this plan with President Donald Trump, with the president giving it his stamp of approval.
“Safeguarding American elections and strengthening our national defense are the most basic responsibilities of Congress and are supported by an overwhelming majority of Americans,” Speaker Mike Johnson said in a statement following the release.
“While House Republicans have UNANIMOUSLY PASSED the SAVE Act THREE TIMES, Congressional Democrats continue OBSTRUCTING our attempts to secure our elections and fund our men and women in uniform. Not any longer,” Johnson continued. “I applaud Chairman [Jodey] Arrington and the entire Budget Committee for moving swiftly to advance this budget resolution and unlock Republicans’ 3rd reconciliation bill,” he concluded.
According to senior Republican aides, House leadership is aiming for swift adoption of the resolution next week before the monthlong August recess.
However, it is unlikely any aspect of the SAVE America Act will be implemented before the November 2026 midterm elections.
The SAVE America provisions Republican leadership hopes to accomplish through reconciliation are securing American elections by ensuring voters provide proof of citizenship and valid ID when voting.
The second goal is to provide the White House with the supplemental funding it needs for defense and Iran.
Prior talks of Reconciliation 3.0 included goals for affordable housing, energy, and health care policy, as well as a crackdown on fraud.
